The general target of the program is to support the development of European society as the advaced society by means of the lifelong education, which is based on knowledge and has long-term maintainable economic expansion, a higher number and more qualitative jobs and also the bigger social coherence together with the current security due to the enviroment protection for next generations. The program focuses especially on the development of interchange, cooperation, and mobility between systems of education and professional preparation in the frame of the community in this sense, they become  the world standard of quality.

The structure of program contains four sectional programs (Comenius, Erasmus, Leonardo da Vinci and Grundtvig), a cross-sectional program and program Jean Monnet. Every part of program emphasises the activities which support the development of national strategies of lifelong education and insures an international cooperation of different parts of educational systems and professional preparations.
