Abstrakt/ Abstract: The aim of the paper is to analyse problem behaviour among upper secondary school students and to define the role of the educational counsellor within a multi-tier model of school safety. It seeks to analyse problem behaviour among upper secondary school students and to define the role of the educational counsellor within a multi-tier model of school safety. Particular attention is devoted to the universal, targeted, and indicated levels of intervention, in which the educational counsellor acts as a coordinator of prevention, counselling support, communication with the family, and the mediation of professional care. The paper emphasises that effective management of problem behaviour requires a systemic linkage among the school, the classroom, the family, and counselling services. At the same time, it points to the need to broaden current thinking about school safety to include digital risks, cyberbullying, and students’ psychological well-being.
